Plus he seems to be legitimately concerned for her in the third trial by forcing her to confront her repressed emotions, which helps kickstart Himiko's Character Development.

He genuinely seems bothered by Kaede's death despite how short a time he knew her and in his Free Time Events with her, he has her chasing around after him trying to catch him and also tries to persuade her into "joining forces" with him once they graduate for reasons unclear.There's significant evidence that he falls in love with Shuichi as things go on: talking to himself about being in love with him after lamenting Shuichi rejecting him as a "partner" in Chapter Four, being satisfied that he "stole Shuichi's heart" in his free time events, and has a love hotel scene where he keeps Shuichi as a "detective" as if to blur the lines between if Dating Catwoman is his "kink" (as he's a "thief" here) or if he's trying to still see Shuichi as himself.For all his skill at lying, he never figures out that Tsumugi was acting the entire time. On the flip side, Tsumugi may very well be this to him.In a downplayed way, towards Angie, as he's far more competent at manipulating the other students to do what he wants, whereas Angie's attempts to take charge results in the students either joining her cult or rejecting her entirely, and he doesn't even have to put up an affable persona, claim to speak for a higher power or even have them particularly like him to make them do it.
It's just that he just loves messing around in trials that he withholds all crucial information unless things get so boring that he has to give out clues to keep things going. Kokichi's nature as a liar helps him massively in identifying culprits since of course, they'd lie to save themselves, with their lies being so weak to a master liar like him. Neither the company behind Danganronpa nor the viewing audience is terribly invested in the rules, and none of the past or motivations that drove his actions authentically belongs to him in the first place.
